Watford mayor writes to housing secretary on windowless flats appeal

Elected Mayor of Watford Peter Taylor has written to housing secretary James Brokenshire about his concerns regarding permitted development rights.

Taylor highlights the recent appeal decision that saw an inspector approve plans to convert an industrial building in Watford into 15 bedsits, seven of which would have no windows.
