UK2070 report: England needs a national spatial plan

The scope of a spatial framework for England should be limited to the matters that ‘can only be, or are best’ defined at a national level, according to the UK2070 Commission.

These matters include climate change, competitiveness, core infrastructure, wellbeing and national ecosystems.
