Welsh planning minister Carl Sargeant has published the details of the new notification regime, which has now come into force, designed to curb “fracking”.

It will apply when a Welsh planning authority is minded to approve any planning application for onshore gas or oil development which proposes to use unconventional methods (including fracking) to stimulate extraction.

This will include any stage of development i.e. exploration, appraisal or commercial extraction. Where this is the case ministers will have to be notified.

The minister insisted the administration was determined to instigate a moratorium on fracking.

"As a first step, I have written to all local planning authorities requiring them to inform me of any application to frack, and therefore imposing a moratorium on fracking in Wales."

Meanwhile, the Welsh Labour Party has signaled that if Labour wins May's General Election, powers relating to the regulation of the extraction and exploitation of onshore shale gas will be devolved.
