Report: HS2’s complexity was ‘underestimated’

The Department for Transport (DfT), HS2 Ltd and the wider government underestimated the complexity and risk of the HS2 railway project, which has led it to be over budget and behind schedule.

That is the conclusion of a National Audit Office (NAO) review of the project.

It notes that “significant” challenges remain to complete the programme and delivering value for taxpayers and passengers.

The DfT’s latest estimate of HS2 is between £65 billion and £88 billion – in 2015 prices. The NAO notes that this is between 17 per cent and 58 per cent over available fundi.....Sign Up or Login to read full article
