Planning professionals react to windowless flats appeal

Senior built environment figures have expressed outrage after a story by The Planner highlighted a recent appeal decision to approve windowless flats in Watford, with one calling for a Parliamentary debate on permitted development.

On Wednesday (10 July), The Planner reported on an inspector's decision to grant permission for the conversion of an industrial building in Watford to 15 flats, seven of which would have no windows.The council had blocked the scheme on the grounds that the quality of the accommodation proposed was so poor that the units could not be considered “dwellings”, and therefore did not benefit from........
