Although there are problems with the Community Infrastructure Levy and section 106 obligations, planning professionals have highlighted that s.106 obligations are not just about financial matters.

The government’s white paper – Planning for the Future – proposes reforming CIL so that it is charged as a fixed proportion of the development value above a threshold, with a mandatory nationally set rate or rates and the current system of planning obligations abolished.Section 106 would be consolidated under a reformed, extended ‘infrastructure levy’, which could be extended to capture changes........
