Latest government statistics reveal that enforcement teams are maintaining the integrity of the planning system, although much of their work is in the background. Huw Morris reports

A warrant for his arrest had been issued in 2017 after he twice failed to appear in court to answer charges for the planning offences. Last month, Harrow Crown Court ordered him to pay nearly £224,000 in his absence.
