Steve Quartermain, former chief planner at the Ministry of Housing, Communities and Local Government (MHCLG), says having an up-to-date plan in place is key to avoiding the presumption in favour of sustainable development, and that planning must look to build on the opportunities identified during the Covid-19 crisis.
