London boroughs plan to retrofit all homes

London boroughs have agreed a £98 billion action plan to upgrade all housing stock in the capital.

Under the plan, agreed by all 33 of the capital’s local authorities, London’s 3.8 million domestic buildings will be retrofitted to an average energy performance rating of EPC B by 2030 to cut carbon emissions. All planning decisions and guidance should support low-carbon retrofit activity, with boroughs pledging to retrofit 390,000 council homes and shift the capital away from gas heating........
