Introducing zonal planning in England would be a ‘cultural change’, says Hills

Moving to a zonal planning system and frontloading community engagement will be cultural changes for England’s planning system, says RTPI chief executive Victoria Hills.

Speaking on day one of the Planning Portal virtual conference 2020, she noted that the concept of zoning dates back to ancient Greece but modern day zoning has been used more recently, for example, in Germany, from about 1870s onwards.
