Eight councils face presumption in favour of sustainable development

The government has published the 2019 results of the Housing Delivery Test, which show that eight local authorities failed to deliver more than 45 per cent of their housing target.

This means these local authorities face a presumption in favour of sustainable development (see box). The 2018 results, the first year of the test, didn’t see any council facing this situation.
