Council seeks to protect Hemel Hempstead from PDRs

Dacorum Borough Council is making an article 4 direction to help to ‘protect’ the main areas of the town centre from the loss of shops, cafés and other such business premises to residential use.

This is in response to changes to planning policy that means class E premises can be converted to C3 under permitted development rights (PDRs). The measures came into force this week.

Dacorum Borough Council announced the move in advance of the measures coming into force and it became effective on 29 July.

The direction means that planning permission will continue to be required if there are proposals to convert them to residential use.

The council is inviting representations on the article 4 direction and subject to the consideration of comments received, the direction will be confirmed by the council within six months of the date of the initial notice.

Representations can be made until 11:59pm on 29 August 2021.
