Committee rejects third-party appeal right in Scottish planning bill

The Local Government and Communities Committee has rejected an amendment to the Planning (Scotland) Bill that would have seen third parties get the right to appeal decisions that go against the development plan.

A person could only appeal if they had made a submission on the planning application. The amendment was number 51, with the debate forming part of Stage 2 in the consideration of the bill.

Planning minister Kevin Stewart said a third-party right of appeal “adds confusion”, could “damage” the planning system, cause more conflict and block development.
