Appeal: Scrapyard bungalow proposal would harm green belt

Permission has been refused for the construction of a bungalow on an existing scrapyard land in Bournheath, Worcestershire, after an inspector concluded that the development would harm the openness of the green belt.
Inspector Rachel Walmsley noted that Bromsgrove District Council considered the proposal to be contrary to one of the exceptions for development in the green belt included paragraph 89 of the NPPF, that being “the limited infilling or the partial redevelopment of previously developed sites (brownfield land).” This is because the land is not and has not been occupied by a permanent structure.But........
