Appeal: Retail-to-residential conversion allowed in East Manchester


The change of use of three retail units to six self-contained flats has been approved on a site in Clayton, Manchester, after an inspector ruled that the conversion would not constitute an unacceptable loss of employment space.

Inspector Paul Singleton noted that the appeal site lies within an enclave of predominantly business and commercial uses, and that the introduction of first-floor apartments in a number of properties had not eroded the commercial focus of the area.
