Appeal: Private rented homes need does not justify 200 Aberdeenshire homes

A reporter has refused permission for a residential scheme including 200 private rented homes, 75 affordable homes and 25 assisted living units in Banchory, Aberdeenshire, after finding that a wider need for such accommodation did not justify the scheme’s conflict with the development plan.

Reporter David Russell noted that the site is not included for development in the adopted local plan, and that sufficient housing has been allocated for both the period 2007 to 2016 and 2017 to 2023. Though delivery times were acknowledged to be slower than anticipated, Russell was confident from the evidence available that there is a 7.3 years effective land supply.
