Appeal: Partial hotel conversion for Plymouth student halls approved

Thirty-three rooms in a block of student accommodation built in 2014 can be used as hotel rooms while the other 52 rooms remain occupied by students, an inspector has ruled, despite council concerns over the effect of the scheme on student welfare.
