Appeal: Javid overrules inspector to block 300-home Leeds scheme despite shortfall

Contrary to the recommendation of his inspector, Sajid Javid has blocked a 300-home scheme in Leeds for its harm to an adjacent conservation area, despite a ‘significant' shortage of housing in the area.
The appeal concerned a parcel of land around 8.5km north-west of Leeds city centre. The appellant sought outline permission for up to 300 homes on the site – revised down from 400 homes – in two blocks, separated by a central ‘green spine’. After permission was refused by Leeds City Council, the scheme was assessed at a five-day inquiry by inspector Richard Clegg.
