Appeal: Javid favours neighbourhood plan over Stafford housing

Communities secretary Sajid Javid has refused 90 homes for a site in Hixon, Stafford, after finding that there was not sufficient reason to approve the housing contrary to a recently adopted neighbourhood plan.

Javid argued that Stafford Borough Council is able to demonstrate a five-year supply of deliverable housing land; the presumption in favour of sustainable development therefore didn’t apply; and there was no “demonstrable need” to extend the settlement of Hixon into the countryside, as would happen if the proposal were approved.
