Appeal: Hammersmith office conversion to 40 flats allowed under GPDO

An inspector has granted prior approval to convert an office building in Hammersmith into 40 flats, ruling that the need for approved ‘operational development' should not be considered a ‘disqualifying factor’ for this type of permitted development.
