Appeal: Halloween ‘terror farm’ event poses highway safety risk

An inspector has refused permission for a Lancashire farm’s annual Halloween ‘terror attraction’, ruling that the organiser’s informal traffic management arrangements posed a risk to highway safety.

The appeal relates to a farm in Bacup, north of Manchester. The proposal sought permission for a temporary change of use of the farm to a ‘farm of terror' attraction, for Halloween 2016 and annually thereafter. The council rejected the proposal on highway safety grounds, citing the “modest” access road, which is further limited by on-street parking.The event took place in........
