Appeal: Green gap impact sees Dalkeith homes refused


A reporter has refused Avant Homes permission in principle for a housing scheme of about 40 units in Hardengreen, Dalkeith, after deciding that the scheme would lead to the detrimental coalescence of Eskbank and Bonnyrigg.

Reporter Padraic Thornton accepted figures from the appellant that demonstrated a deficit in Midlothian Council’s five-year housing land supply, and said he had no evidence to support the council’s argument that there was land adequate in the district to deliver 9,883 houses, as indicated in the draft 2015 Housing Audit.
