Appeal: Extra museum exhibition space amounts to 'very special circumstances'

A museum in the Manchester green belt can extend its exhibition hall, an inspector has ruled, after finding that the museum's ability to offer an 'enhanced visitor experience' amounted to 'very special circumstances'.
