Appeal: Expired permission renewal blocked despite 'no change in circumstances'

An inspector has ordered Nuneaton Council to pay costs for refusing to renew permission for a two-storey house that expired in 2016 despite no 'material change in circumstances' since, before then refusing the permission himself.

The appeal relates to an end-of-terrace house in Nuneaton, currently occupied by an estate agent. In 2013, permission was granted for a two-storey building in the gravel yard to the rear of the building, to provide two residential units.
