Appeal: Dilapidated barn conversion would be ‘effective rebuild’

An inspector has blocked plans to convert a former agricultural barn near St Albans into two homes, ruling that its dilapidated condition meant extensive construction work would be required, resulting in an ‘effective rebuild’ rather than a true conversion.

The appeal relates to a barn “very much of the agrarian type” near Wheathampstead, St Albans. The proposal related to the conversion of the building into two separate houses under Class Q of the Town and Country Planning (General Permitted Development) Order 2015 (GPDO). Class Q allows the change of use of agricultural buildings to class C3 residential use without planning........
