Appeal: Council must pay costs for blocking pontoon extension scheme

Eastleigh Borough Council must pay costs for refusing plans to extend three existing pontoons at a popular boatyard on the River Hamble, after an inspector found that it had failed to submit any objective analysis or evidence.
