Appeal: Costs against council for ‘completely absent’ housing assessment

An inspector was ‘astonished’ that Blackpool Borough Council had failed to publish an assessment of its housing supply throughout the existence of its core strategy, ordering a full award of costs and approving plans for 86 homes.
