Appeal: Cornwall Council must pay costs for inconsistent decisions

An award of costs has been made against Cornwall Council for approving a home in Greenbottom, near Truro, during the course of an appeal in which it posited that Greenbottom is not a settlement and therefore unsuitable for new housing.
