Appeal: Clark rejects local centre for Exeter

Communities secretary Greg Clark has rejected an appeal for a “mixed-use development to provide a district centre” for a site outside Exeter city centre, after finding that the scheme failed the test for a sequentially preferable site.

The scheme was proposed to comprise a number of uses including retail, restaurants, leisure and financial and professional services. It was recovered by the secretary as it involves main town centre uses with over 9,000 metres squared gross floor space that is not in accordance with the council’s development plan, having not been allocated for specific development.
