Appeal: Clark refuses Chester homes because of flood risk

Communities secretary Greg Clark has refused an application for 142 homes to be built on land partly comprised of playing fields leased to the University of Chester after determining that the proposal failed a sequential test in relation to flood risk.

Clark chose to call in the appeal, meaning determination of the appeal fell to him rather than Cheshire West and Chester Council.

The secretary of state agreed with reporting inspector Richard Clegg’s conclusion that because of the rapid decline in use in recent years the playing fields could be considered surplus to the requirement of the University of Chester, but that the site is not.....Sign Up or Login to read full article
