Appeal: 147-home scheme blocked despite according with spatial strategy

An inspector has refused permission for a 147-home scheme in Kettering that would accord with the Northamptonshire joint core strategy. He ruled the area’s five-year housing land supply of 5.7 years satisfactory despite the council having overstated it.

The appeal relates to land in open countryside beyond the settlement boundary of Desborough, Northamptonshire. Although the Kettering Local Plan (LP) aims to protect the countryside by preventing development in open countryside, both parties agreed that to provide the growth planned by the Northampton Joint Core Strategy, some greenfield land would be required.
