Appeal: ‘Very special circumstances’ in green belt housing scheme

An inspector has granted permission for 100 homes on green belt land straddling two authority areas in Hertfordshire, notably ruling that the ‘bleak’ housing supply of the two councils contributed to the existence of ‘very special circumstances’ that justified the scheme.
