Appeal: ‘Pragmatic approach’ to sequential test leads to refusal

Plans for a new home on a flood-threatened site failed the ‘sequential test’ required by local policy, an inspector ruled after deciding that alternative sites with planning permission remained ‘available’ until building works had begun.
